This has to do with permissions in apache. You could set the DirectoryIndex to index.php in your httpd.conf. Or you could enable directory listing in apache, but I would not recommend doing that.

I would recommend that you use the rewrite rules for eZ publish so that you don't need to have index.php in your path. This is also more secure. You will find information about the rewrite rules in the installation manual of eZ publish.

There's also a section on how to fix this in the .htaccess_root file in your root directory.
