Add /notification/settings to your user url. This will enable you to change the settings.
If you get an error from this link, then you need to give the guests access to notification settings via the policy/role settings in the admin interface.

but i want to ask u another question . when i write the url notification/settings it appear all my DataBase to the guest user i want to specified things that can guest show it . and i try to do changes in "browse.tpl" but this changes will appear also in the admin . so is there any way to do that for users and not affect the admin . thx for ur help.
>>Overrides
All you need to do is create an override for the user site and make the changes to that. There is some good doco on overrides in this site and forums so you should be able to sort it out.
