You may use Sections for that : http://ez.no/doc/ez_publish/technical_manual/4_0/concepts_and_basics/content_management/sections

Create a specific section for your Items and then use the roles and policies to give access or not.
Besides, to generate your menu, you may use the nodes' "can_read" attribute. See here : http://ez.no/doc/ez_publish/technical_manual/4_0/reference/objects/ezcontentobjecttreenode
