Which version are you using, ezp 3.4.4 ?
Have you clear up the ezp cache, and compile ezp templates ?
Case yes, check your settings, you should have :
[TemplateSettings]TemplateCache=enabled

We have had the same problem for a long time and it's not a cache problem (99% sure).
