I'm not too experienced with eZ Publish, but what I would do if I were you:

1) clear all caches, from the administration interface;
2) clear all caches, from the 'ezpublishdir/var/' directory;
3) check to see if tag cloud requires a cronjob. The available cronjobs scripts are in the folder /cronjobs of you ez Publish installation, and not all of them are active by default. To run the active cronjobs you must execute, from CLI envrnoment (not using a browser, but the command line) the file runcronjobs.php
