Indeed, for the time being the 'Like it!' feature (and by extension the star-rating on tutorials and blog posts), are not further leveraged than simply appreciating a user's contribution. In a near-future, this will be used to build members' karma. Not only rating (quality) will be encompassed, but also how much a member is contributing (volume), how often, etc. A bit like at http://stackoverflow.com .

Good point about the first "like" button in the thread, this needs to be redesigned then, form an ergonomics point of view.
The "unlike" feature is probably not going to be implemented, after having gone through the state of the art in terms of reputation design. One example : http://developer.yahoo.com/ypatterns/social/objects/feedback/votetopromote.html
