IMHO if you are developing a site of medium complexity then I would choose v3. You have some php expertise so this will come in handy should you need to write extensions. v3.2 is a nice tool and your should get on well with it, all the functionality is available from the templates so, you should not have to code... unless you want to :)
We have 2 sites in v2 and 8 sites in v3 and really like v3 over v2. This is a v3 forum... so maybe I am biased ;-) Ask on the v2 forum too.

I read the article of Sebastiaan van de Vliet. It is very clear and it explain with great accuracy differences among version 2 and 3. Unfortunately it is still very hard to decide: we should like start with the last version and with all its benefits. In other hand we fear that our resources can be overwhelmed by the lot of work that the version 3 requires. Our resources consist in a senior programmer with 1yr php experience (that's me).
Also keep in mind that even though the 2.2 series will be maintained, most of the development effort these days is focussed on the 3 series.
eZ have plans to make the 3 series more functional "out of the box" (which is the current strength of 2.2 in comparison) and hopefully this can be seen in releases soon :) (Already is evident in the 3.2 beta with the new setup and template selection etc.)
