Hi,

Go to share/locale dir and create ice-IS.ini file. Create also folder "ice-IS" in share/translations, and put there your .ts file with translation. After that go to administration interface and add new custom language.

Could you report bug, eZ publish should automaticly create files for new language, empty or in default language, then you can translate it.
