I'm having exactly the same problem. I found a bug (no 4384) that seemed to be reporting the same problem in 3.4 and it had what looked like an easy fix but I've no idea how to get hold of what it was in detail?

Have you double-checked your database settings?
Try to turn debugsettings on to get a more specific error message.
Add
[DebugSettings] DebugOutput=enabled
to your settings/override/site.ini.append.php
