You need to go to

settings\siteaccess\admin

mine is as


[DesignSettings]
SiteDesign=admin

[RegionalSettings]
Locale=ara-SA
ContentObjectLocale=ara-SA
ShowUntranslatedObjects=enabled
SiteLanguageList[]=ara-SA
SiteLanguageList[]=eng-US
TextTranslation=enabled
