In total desperation I unpacked and tried to symlink the translation files from eZ 3.6.1 into my 3.7.0rc1 directory tree - and it now WORKS!
Even if I remove the link and revert to using the 3.7.1 file again. Very strange. I hope no one else must suffer as much as I did to get their translations working.
I still wonder what the reason might be.
