There was no change after manually deleting the cache files.

So I thought that my problem might be related to having upgraded this same database about a million times since version 2.2 so I switched to a clean install database then cleared the caches and I'm still having the same problem. So my next guess is that this problem is being caused by something in the directories that I copied from my existing 3.4 site per the instructions on this page:
Design files (usually located in /design)
Data files (the complete var directory)
Settings (located in settings/override and settings/siteaccess) Any custom extensions (located in extension/)
Does this seem reasonable to anyone? everyone? no one? Can anyone give me a clue as to what could be causing this problem.
I've been able to solve my own problem by adding the following settings from my previous admin site access' site.ini.append.php to the default admin site.ini.append.php.
I'm guessing that the problem was related to the locale not being set in the default admin site access and that the default was not set to eng-US. However, after getting it to work I didn't do any further investigations.
