Running so sloooooow on Dreamhost

I am on a shared hosting plan with plenty of bandwidth/disk space on a Unix server with the latest updates of PHP, Apache and MySQL. The domain is set to run PHP as CGI. I've been hosting with Dreamhost for several years now and have played with all majore CMS setups - Drupal, Mambo... you name it. I've tried and have never had an issue like this. It's very strange. The page waits a few minutes to even begin loading almost like it is searching for the page. Once it begins loading it is done in a flash.
