The website interface is installed with the setup wizard of eZ 3.9.

I think you can install it too on 3.8, if you change this setting in package.ini:

[RepositorySettings]
RepositoryDirectory=packages
RemotePackagesIndexURL=http://packages.ez.no/ezpublish/3.9
