1) It depends on how do you want to do it ; do you want to hard code it ?, do you want it dynamic ?, so you can change it via ezp admin ?

Take a look at ezp tutorial (search docs here at htttp://ez.no ), on how to customize pagelayout.tpl

2) The way to add php external code is using EZP extension mechanism, take a look here :
