There are many ways to do this; here are two ideas:

• Built-in eZ Publish information collector forms support this. Here is an article on information collector forms: http://share.ez.no/learn/ez-publish/how-to-create-ez-publish-forms. Page 4 specifically talks about a thank you page.
• Official eZ Publish extension eZ Survey supports this too. The extension itself is included in eZ Publish distributions and also available here: https://github.com/ezsystems/ezsurvey. Documentation for that extension is here: http://doc.ez.no/Extensions/eZ-Publish-extensions/eZ-Survey/eZ-Survey-2.x. Whenever you create a survey, there is a field 'After "Submit" redirect to URL:'
