Interestingly enough it seems that it was a combined caching and cookie issue. I never emptied site/personal cache while I was doing the banner addition tok the section pages.
I remember now something about empyting cache in Site admin after changes applied, so I guess that may explain why twasn't visible for anonymous right away.
Anyway, problem resolved....
