You have to adjust the size of the picture in the image.ini file
go to setup, and then click the link of ini settings, then select image, then select your site (not admin)
scroll down and you see the setting for your "banner" Change that.
Of course, you'll also have to change the setting of the width and height the corresponding div class in the CSS sheet. I'm not sure what it is off hand, just check the page source
