It looks like you might be naming it incorrectly.
The file you're including is different from the error message:"nav_head.tpl" vs. "nav_header.tpl"

Yes, sorry, I was on-the-fly and did not type in the file name correctly. It has to be "nav_header.tpl":
{include uri="design:page_head.tpl"} and later on{include uri="design:nav_header.tpl"}
