'Corporate' sounds like the user siteaccess to me which means that you need to be logged in as admin to be able to access the settingstoolbar. Alternatively try from the admin site access.

Also check the debug message again and check whether you get an message about insufficient permissions. If yes, log into the admin site access and give the required permissions, if necessary. If necessary enable full debug output (you can do that manually in the site.ini) as the 'insufficient permissions' message is just a warning and will not appear in the error log.
