EDIT: SOLVED. runcronjobs must be executed in eZ root folder.
I met the same problem myself by wrongly assuming the php.ini file used by the apache web server is exactly the same as when running php.ini.
Under the windows environment (I am running a windows xp testing server) I changed the entries in the environmental variables. That solved the problem for me.
