Ive reported a bug in regards to multiple users having limitations to sections, see: http://ez.no/community/bugs/policy_user_section_access_problem
If that isnt causing what you are having problems with, perhaps consider making sure users (the ones that are editors) are members of more than one role - ie keep read access set in another role other than the editor one (if your normal users have no read limitations).
Still no luck? Check to see if normal users have read access? do they? is this just a problem with the members of the editor role?
