This post
http://ez.no/community/forum/developer/loosing_administrator_user/re_loosing_administrator_user__7 gives some information on how to access the user management in the admin view without having to login (don't forget to add some other protection, e.g via htaccess for the admin siteaccess). Maybe you can solve the problem there.
Regarding the relation between user and role - the admin role is assigned to the admin user group, not to a specific user (unless you changed that). Thus the table ezuser_role should show some relation between the admin role (whose id is 2 in my EZ 3.8.4) and the object id of the admin user group (which is 12 in my EZ).
