eZ Publish was originally relying on home brew libraries, solving the most common web problematics :
DB connection
HTTP handling
configuration file management
MVC-like
debug tools
etc...

As Robin said, some of these libraries are now replaced by the eZ Components ( http://ezcomponents.org ), high-quality set of libraries solving most of the common web problematics in an elegant and efficient way.
