Yes, there are plans to move eZ Publish into an MVC paradigm. As for H, as far as I understands it it implies a coding convention so that it makes it easy to reuse other controllers from within the view of a related controller*. And as eZ Publish already has similar support for that(though not using a clear mvc approach currently), we will of have high priority on keeping that aspect in the future as well.
* In a shopping cart view, be able to have inline views of the products user has selected.
We are currently in the process of implementing a proper REST interface to eZ Publish, and are taking this opportunity to lay the ground rules for a real MVC (MvcTools) based implementation for the main controller as well, but this will be for a bit later.
