I know this thread is very old but I was searching for a similar solution and wanted to make a note of this here ...

Simply add an entry for 'shop_confirmorder' to the settings override file for workflow.ini
AvailableOperationList[] AvailableOperationList[]=before_shop_confirmorder AvailableOperationList[]=shop_confirmorder
