Generally, 5000 users and 1500 articles can be migrated, but of course it need some running time ( a few minutes, I guess ).
Some of your perticular questions were answered below.
2. What about the HTML? I didn't understand the readme instructions... something about fixing a template???
NO problem for html from 2.2 to 3.x. As I described in "readme", tag <html> in 2.2 will be converted to <literal class="html">. Read http://www.ez.no/developer/ez_publish_3/forum/setup_design/31_stable_online_editor_what_is_it_possible_to_do_/re_31_stable_online_editor_what_is_it_possible_to_do___4 to know how to make literal content shows as html in 3.x.
3. What about forums? I read in a posting, that forums can be migrated, but the readme does not mention this (and there is no PHP for that). Forum script will be released later, I think "readme" does mention this.
