A good trick is to enable template-debugging to see which template is actully being used. In site.ini.appened in /settings/override add/change the settings to the following:

[DebugSettings]
DebugOutput=enabled

[TemplateSettings]
#disable templatedebugging to se the "normal" site
Debug=enabled
ShowXHTMLCode=enabled

Remember to clear the cache.

The reason that it's using the pagelayout.tpl in design\base is that you have

[DesignSettings]
AdditionalSiteDesignList[]=base

in your site.ini.append in /settings/override or in /settings/siteaccess/whateveryouareusing.

If you put a pagelayout.tpl in design/__YOURDESIGNDIR__/templates/pagelayout.tpl this should be used instead. __YOURDESIGNDIR__ is usually "plain" or "corporate" ++ (not admin, standard or base)

By adding the debug-settings you can see which template that is used for the menu you want to change. Please don't change that file, but copy it to __YOURDESIGNDIR__ in a similar structure, and change it there. (eg design/standard/templates/page_topbox.tpl -> design/__YOURDESIGNDIR__/templates/page_topbox.tpl)
