From what i can see, access to the 'role' module is binary : either a user can use all its functions (assign, assign with limitation, edit, remove, create new), either she can't do anything.
After a quick search in the issue tracker, i could not find any related issue. You may want to propose your idea as an enhancement, i sounds very useful to me. You can do so in the issue tracker : http://issues.ez.no/ezpublish .

We have a simialr problem: we want to create a "local administrator" that can create new users with limited acess (e.g. to a specific site) but NOT have access to the "overall" administrator role, nor have acces to the tabs with setup, design, webshop. How do we do that?
In user settings there are two options: user and roles: is there any documentation for the options you ge when choosing user (selfedit, password, register etc.). When choosing roles you ger no options.
We would like e.g to limit the "local administrator to e.g. the edit acoount, but not the administrator account
Any suggestions?
