Go to your uploaded file and set it into edit mode.
In the left pane is a Section setting.
If the section setting is set to "Media" and access to the Media section is restricted, that could be the problem.
Try changing the Section setting to "User" or "Standard" to see if anonymous users may then access it.
You may have to clear the cache to propagate the change.
