why did you create the admin et public siteaccess whereas after the installation of ez the siteaccess public and admin are created. check how you have created your siteaccess. i think you can put your pagelayout.tpl in the default design/templates folder of the current siteaccess.
The theory is when we know everything and nothing works.
The practice is when everything works and nobody knows why.
If the practice and theory are met, nothing works and we do not know why.
I create these siteaccess because I find exercice for understood how create siteaccess.
And I find my error. It's in the onfiguration of my siteaccess. In the file /settings/siteaccess/my_siteaccess/site.ini.append.php, I forgot this line:
[DesignSettings]
SiteDesign=nom_mon_siteaccess
AdditionalSiteDesignList[]=ezwebin {*it's this line*}
AdditionalSiteDesignList[]=base
