I had always known the term as related to the following...

Term

'L10N' is an abbreviation for the term, 'Internationalization and localization'

"Internationalization and localization[1] are means of adapting products such as publications, hardware or software for non-native environments, especially other nations and cultures."

From: http://en.wikipedia.org/wiki/L10n

Template Operator - l10n
"Formats misc. numbers (times, dates, currencies, numbers, etc.)."
