What's the ouput when starting Solr ?
java -jar start.java
When the system asks for PHP-CLI, you may enter
php

hi, if the script doesn't recognize your php-executeable look into php.ini.
remove exec and shell_exec from disable_functions. then it should work.
maybe afterwards you should put exec and shell_exec back into disable_functions for security reasons.
