1 - The search index is updated by the same intervals as the regular search in eZ Publish. Please not that it may take an additional minute for eZ Find to have the indexed content available for searching.
2a - Sounds like a good enhancement. Please create an issue in the Issue tracker about this.
2b - By the Java process. All communucation with eZSolr is done using HTTP.
