Yes, in the sense that eZ Find 2.3 has features to search across eZPublish and / or "foreign" indexes.
But you have to index them first into Solr.
How do you access those foreign sites? Do you have access to their native stores (DB, XML, ...)? Or do you need to crawl them over http?
