Problem fix
It's problem with permissions
To fix this bug, i added in settings/override/site.ini.append.php
[RoleSettings]PolicyOmitList[]=xmlimport

This is not quite secure... Actually, from 4.1, modules need to be declared in their module.ini file :
[ModuleSettings] ExtensionRepositories[]=my_extension ModuleList[]=my_extension
By the way, which extension do you use ? I couldn't find it on projects.ez.no
