yeah - same here. seems they messed around with the file lib/ezi18n/classes/ezcodepage.php (inlining ;-)).
i took an old version of this file from an ezp3.01 installation and everything seems to work as expected again (no guarantee if i'm messing up something else with the "old" file ;).
