You cannot set "everything except" in the roles and policies system. You have to assign specific roles to the user for everything you want them to be able to do.
Also note, changing the roles of the admin user is not wise, it's better to create a new user (e.g. main editor) and assing the permissions to him.
If you want to allow some user(s) to create only some classes under one specific nodes, you can set that in the step 3 of content/create policy.
