It looks like you can save the changes but cannot publish them.
Do you get this problem while editing other content or is it just the phone numbers? Are you sure you are pressing the correct button to publish the content. In the admin interface, you get "save your content" and "publish to site"? If an error accors while trying to save or publish your content you would get an error message at the top of the page when it is reloaded.
