Yes, but: 1. probably best to do this in apache/web server2. a ip address can be shared by many thousand users because of NAT's, proxies and so on. So it's not a good way to deny access.

But then again. It could be a good idea if you want to limit access to a site to either a specified adress or range of adresses.
