eZ Publish is not a web hosting control panel. With eZ Publish you can publish your web hosting services as products and your customers can order those products via cart and can pay you via paypal if you use paypal extension. And using the eZP extension system I suppose it could be extended to also support automatic domain and hosting accounts creation, billing, etc...
Of course, for doing this you would have to have some advanced knowledge of eZP and it's extension system.
