Technically it is just a content folder, but if uses another template (with thumbnails of images and so on). Many users use a separate folder (top node folder) for handeling all media content, the media tab is to ease this. This is of course a matter of personal preference, it's up to you...

The Media folder is a great way to store images that are used by the entire site. We used to create a seperate top level folder for this anyway, but the Media tab makes it easier for users.
