I think, as long as "create" needs "edit" (did noone fix this yet?), i think, you must do some dirty stuff. I'm not into this, but maybe you can use an "after-publish"-workflow to move the node to some other place or change the section ID or something to prevent to users to edit the objects again. Just a wild guess.
