Hello Alejandro,
I suggest manually entering the url to the tool.
Please note these `design tab` tools are deprecated and their use is not recommended.
IE: http://admin.myhost.com/visual/templatelist

Just edit the files yourself manually. Don't rely on gui eZ publish tools for this task.
That's what I and hundreds of others do.
