I've had this with another package as well - although I don't remember which one. I imported a couple of classes and all of a sudden had nor-NO in my language list - with an object count of 0. The classes had nor-NO translations and had them set to the default, so I set english as the default, deleted the nor-NO class translation and was able to remove the language.
I think this is just the way importing a class works - you end up with all the languages the classes have translations for regardless of the settings of your site.
I agree, it's irritating.
As far as English goes, it is sort-of the default language for ezpublish... it's hard-coded in kernel/common/ezi18noperator.php
