I installed eZ Publish 4.0.0 on Godaddy. I didn't try to use eZ Publish 4.0.3.
I met a php configuration error when I tried to installed eZ Publish 4.1.0, so I gave up. Actually, Godaddy has more troubles than other virtual hosting.
I can only answer your first question. Godaddy has a online tool for backuping and restoring database. You can find this tool at Database Management section (I'm not sure). At first, you should upload the *.sql file to /_db_backups directory on the Godaddy hosting. Then, you can use the online tool to restore the database. This method has on file size limit.
Thanks a lot for the hint. You just saved my day. I'm going to try that. But you're rite, godaddy has a lot of problems. It's very cheap but it gives us a lot of problems to configure the things.
Regarding my second question, I found the following link http://ez.no/ezpublish/documentation/configuration/backup_restore/move_to_new_provider that explains how to upload ezPublish sites. There, it is explained that we should upload a fresh ezPublish distribution first, install it, and after that upload the files the are used to be changed (like the ones in /extension, /var, ...).
I'm going to implement that and keep you up to date to my results.
