someone else on this forum posted a comprehensive descripton of his installation on IIS some days ago:
Installing eZ publish version 3.1 (demo site) on Win2K IIS., http://ez.no/developer/ez_publish_3/forum/install_configuration/
installing_ez_publish_version_31_demo_site_on_win2k_iis (url on one line)
you probably don't have system level access like he had, and it's another minor version, but it may get you going.
