It's interesting that you've posted exactly the same problem as I've been experiencing, at exactly the same time, with the same host. I've not yet got around to contacting 1andon1's customer support team about this, but I think maybe it's a problem to do with restricted access rights on the database? I don't know, as all the system requirements would seem to match, yet I always get the same error message as you. Since the error is coming from 1and1's server and isn't an error message from ezp I can only guess that the database access rights or php module configurations are not compatible with the needs of ezp. I am sure it's not database restriction problem because I tracked down into the source code of ezp and found it can establish database connection with the server and select the correct database. It is quite possible though there's some PHP restriction, such as memory limit (because the problem seems to be related with ezp templating system which is most memory consuming part). I already contacted with 1and1's CS to ask for error log of the web server, but they wouldn't allow me to access it. :(
I've contacted 1and1 CS and the guy I spoke to said it might be a missing Apache module (ie: mod_php) that's causing the problem. He agreed that the prob must be server side if the same scripts are working on other servers, so I sent an email to support with the ezp requirements and asked them to ensure that all required components were installed on my server. I also have one of there CS guys working on it as a private project over the weekend, so if I get any joy I'll let you know by posting another message here. As before, if you get any luck before me, please let me know!

I tried installing ez (2) at a 1&1 hosted webspace and gave up after a while.
These were the problems:
- too many MySQL queries (ezP3 has less of them)
- too much memory needed (well: more needed than allowed)
- problems with permissions (can be fixed with your FTP client, as you don't have shell access) - problems with Image Conversion as ImageMagick is (was) not installed.
That's the bad news.
Good news (for you): We at Hyperroad Design decided to rent a "root server". On that, we have some customer's webspaces as well as several ezPublish installations (2.2.7 until 3.2 final).
If you are interessted in an installation on our own server, let me know.
We have ezP up and running (incl. ImageMagick), so we know, that it works.
This will save you lot's of time (and maybe help us to pay our server ;) ).
