I has turned on debugging and get the following error when I try to edit or add new content:

No template could be loaded for "content/edit.tpl" using resource "design"

After searching for the solution to the SAME problem for HOURS, I found this:
http://ez.no/community/bug_reports/unexpected_behavious_of_setting_overridesettings_cache
In "override/site.ini.append.php", set:
[OverrideSettings] Cache=enabled
This instantly ended two hours of banging my head against the wall.
