From everything you have shared I hear the following... 1. The siteaccess settings in file 'site.ini.append or site.ini.append.php) for the siteaccess used by 'nonihorses.org' Which mst contain this combination of characters (at the least) to prevent the display of the for mentioned output.

This is the setting which controls the output of hidden source xhtml commented include template debug output. This is the setting which it sounds like the output you want to remove from that siteaccess alone. I am guessing yet it sounds like you host both sites from difference siteaccess configurations using a single eZ publish installation. If this is true, one might rule out any settings in settings/override/site.ini* from causing the problem experienced in the siteaccess, 'nonihorses.org'. Please! Be certain you clear all cache using the admin each time before testing, after you make a change, you might have a related form of cache enabled unknowingly preventing the display of all your changes the moment you make them.
